Independent Monitoring and Evaluation Unit of Dam Operational Improvement and Safety Project will monitor and evaluate all implementation performances of DOISP. It is expected that the system can be applied to measure the comprehensive achievement of DOISP, starting from inputs, outputs, results, benefits, until impacts of the project. There are two main activities for this unit, a project impact evaluation and a complaint handling system. To assess the achievement of the project, IME will arrange the comprehensive project evaluation through qualitative and quantitative methods. IME will also set up a complaint handling system to increase transparency, reduce corruptive practices, address possibly unfair practices, and minimize the risk that the outcomes and impacts of the Project are endangered due to malpractice. It is expected that by managing those main activities, IME can help implementing agencies to improve the performance as well as anticipate the negative impact of the project implementation.

1.Project Management Senior Expert (1 Person, 31 Months)
a.Master degree in Civil Engineer
b.Min. 5 years experiences (or at least 10 years experiences in bachelor degree) in planning and development of irrigation program, monitoring and evaluation, hydrology, GIS, urban planning, dam safety or water sanitation program
c.Have a good knowledge in Participatory Irrigation Management System,
d.Good in oral and written in English.
e.Familiar with GIS
f.Preferably experienced on working with government, United Nation, or International NGO
2.Economic Senior Expert (1 Person, 15 Months)
a.Master degree in Economics
b.Min 5 years (or at least has 10 years of bachelor degree) familiar and has experiences with livelihood sector, monitoring and evaluation, water sanitation and asset management
c.Certified for property appraisal
d.Have a good knowledge in oral and written in English.
e.Familiar with SPSS, E-Views and Monte Carlo Simulation
f.Preferably experienced on working with government, United Nation, or International NGO
3.Junior Expert for Water Resources Management (1 Person, 31 Months)
a.Preferable master degree in Civil Engineering or Water Resources Engineering
b.Bachelor degree in Civil Engineering or Water Resources Engineering
c.Min. 5 years experiences in monitoring and evaluation, familiar with irrigation program, hydrology, or water sanitation
